CASA MARIANA Frigento, Italy contradicts ex cathedra dogma and Fr.Leonard Feeney

A book in Italian published by the CASA MARIANA 83040 Frigento(AV),Italy, the publishing house of the Franciscan Friars and Sisters of the Immaculate founded by Fr.Stefano Manelli F.I says ‘when Fr.Leonard Feeney said those persons who do not have their name on the parish register cannot enter Paradise, Pope Pius XII received a Letter from the Holy Office condemning this error.(p.215,Ho Altre Pecore, Fondamenti della Fede Cattolica, Péadre Guglielmo Most,Traduzione Italiana di Attilio Tempra SSP (Casa Mariana,Maria SS.Del Buon Consiglio,83040 Frigenteo (AV),1991).

Fr.Leonard Feeney was saying only what the ex cathedra dogma extra ecclesiam nulla salus stated.
Here is the dogma.

1. “There is but one universal Church of the faithful, outside which no one at all is saved.” (Pope Innocent III, Fourth Lateran Council, 1215).

2. “We declare, say, define, and pronounce that it is absolutely necessary for the salvation of every human creature to be subject to the Roman Pontiff.” (Pope Boniface VIII, the Bull Unam Sanctam, 302.).

3.“The most Holy Roman Church firmly believes, professes and preaches that none of those existing outside the Catholic Church, not only pagans, but also Jews and heretics and schismatics, can have a share in life eternal; but that they will go into the eternal fire which was prepared for the devil and his angels, unless before death they are joined with Her; and that so important is the unity of this ecclesiastical body that only those remaining within this unity can profit by the sacraments of the Church unto salvation, and they alone can receive an eternal recompense for their fasts, their almsgivings, their other works of Christian piety and the duties of a Christian soldier. No one, let his almsgiving be as great as it may, no one, even if he pour out his blood for the Name of Christ, can be saved, unless he remain within the bosom and the unity of the Catholic Church.” (Pope Eugene IV, the Bull Cantate Domino, 1441.) – from the website Catholicism.org and “No Salvation outside the Church”: Link List, the Three Dogmatic Statements Regarding EENS)

The dogma like Vatican Council II (Ad Gentes 7.Lumen Gentium 14) states that everyone needs Catholic Faith and the Baptism of water to avoid Hell i.e they need to have their name registered in a Parish Baptism Register.
So Fr.Leonard  Feeney was in accord with the dogma and Vatican Council II so how could the Holy Office condemn him as Fr.Most says in the book?
On the Internet there is a report by Fr.Most which says he was not excommunicated for heresy but disobedience.
The book then quotes Pope Pius XII, Mistici Corporis and says that they also can be saved who have implicit faith.
So de facto everyone needs to enter the Catholic Church to avoid Hell and there are no exceptions as the ex cathedra dogma and Fr.Feeney state.
While there can be those with implcit faith, who in 'certain circumstances'(Letter of the Holy Office 1949) can be saved and they are known only to God, we cannot judge.
So in Rome everyone, millions of non Catholics need to convert to avoid Hell and if there is a person who has the baptism of desire in Rome none of us would really know.

The book then cites Vatican Council II saying that those who do not know the Church through no fault of their own can be saved. It does not say that this is an exception. In general all non Catholics need to enter the Church; to be on the Parish Register for salvation. To imply implicit faith it the ordinary way of salvation is not the teaching of the Catholic Church.

The writer says it is certain that millions of people who are not officially members of the Catholic Church are not excluded from salvation. Dominis Iesus and the ex cathedra dogma says potentially salvation is available for all of then but to receive it de facto, they have to 'get their name on a parish register'.
